During the first day of public hearings organised by WHO on a new international instrument on pandemic preparedness and response, the Platform for ACT-A Civil Society and Community Representatives delivered a statement responding to the guiding question for these hearings: “What substantive elements do you think should be included in a new international instrument on pandemic preparedness and response?”

Our statement highlighted three key elements:

  1. Civil society and communities need to be meaningfully engaged in the decision making structures of any Pandemic Preparedness and response structures or bodies
  2. Community health systems need to be recognised as integral components of a national health system with full financing from domestic resources
  3. Any pandemic preparedness structures should ensure that health systems including community health systems, are at the core of the response
